An ethical leader inspires others to become ethical leaders.
To be inspiring, they must communicate what they do and how they do it. In this context, it is much more effective for an ethical leader to document what she already does than to separately create inspiring content.
For example, the ethical leader can spend a few minutes at an all-hands meeting explaining how he decided to walk away from business when the potential customer insisted that the organization hire the customer’s nephew in return for an order.
